Long-Awaited Law Regulating Pet Dealers In New York State Becomes Effective July 1, 2002
American Society for the Prevention of Cruelty to Animals | Implementation of a law spearheaded by the ASPCA, which passed the New York State Legislature and was signed by Governor Pataki in 2000 requiring the licensing of people who sell dogs or cats, including "backyard breeders," takes effect July 1st.
